Road Tax

Iron Wolf gunners have set up nests along the south road and they've been picking off caravans for the toll. Two caravaners dead this month, one of them a kid. I don't have the manpower to flush them out and the merchants won't pay for what they call "ranger overreach." Put the marksmen down. I'll handle the paperwork.
