Yard Cleanup

The Scrappers have a foreman running crews out of the old rail yard, organizing them into something that looks too much like a militia for my liking. Cut the head off and the rest will scatter back to looting. Don't engage the full crew: get the foreman alone if you can. Rangers don't have the bodies to spare on a brawl.
